  CARMELO FORMOSA -  CHIEF ADMINISTRATOR​




 
​​After working experiences with the Central Bank of Malta and the Department of Contracts, Carmelo graduated with honours in Public Administration in 1990.  In 1988, he joined the Budget Office at the Ministry of Finance where he worked very closely with various Ministers in the drawing up of the yearly Government Financial Estimates and the drafting of Budget Speeches. Carmelo then moved to the Corporate Services Department where he held various headship positions.
 
After reading for an MBA in Strategic Management at the Maastricht School of Management, he moved to the then MITTS Ltd in 2001 as Corporate Strategist. During the period 2005 – 2008, Carmelo was called back to the Ministry of Finance to assist as a technical expert in the setting up of the Public-Private Partnerships (PPP) Unit. Carmelo also served as Director of the Grand Harbour Regeneration Corporation between 2007 – 2008. 
 
On his return to MITA Carmelo occupied various roles and was responsible amongst others for: strategy formulation; business planning and Government ICT budgeting.  In 2014, Carmelo was appointed Head, Executive Office - MITA. He has also served as an Administrator of the eSkills Malta Foundation since its inception in 2014.​

  Anthony vaSsallo - Malta enterprise

​​  Anthony Vassallo is representing Malta Enterprise in the eS​kills Malta Foundation. Anthony holds a first class honours degree in Computing and Information Systems and a recently obtained masters in Distributed Systems and Networks with distinction. Main areas of research include data transmission, data compression, web services and robotics. He has over twenty years of experience in the technology sector working in both private and the public sector. Since 2004, he has been employed with Malta Enterprise and currently occupies the post of Chief Information Officer. Anthony is also a member of the Digital Malta Governing Board.
  
 
  Marcel cutajar - malta chamber of commerce enterprise and industry

Marcel Cutajar is currently the Managing Director of Agilis IT Business Solutions. He has be​en involved in the ICT Industry for over 20 years, working on numerous projects and implementing solutions within Private industry. He founded and managed Key Services, a company offering IT Managed Services, Training and Software solutions, employing over 30 staff. In 2013, the company was acquired by PWC Malta.​
 
He has held various posts within the Malta Chamber of Commerce, Enterprise and Industry, including IT Business Section Chairman, Chairman Smart City Action Group and Chamber Council Member.
 
 
  NICHOLAS VELLA - MALTA COMMUNICATIONS AUTHORITY

Nicholas Vella has joined the Malta Communications Authority in 2008. He is a senior project coordinator at the Information Society Unit within the same Authority and is responsible of developing and managing projects involving a wide range of digital inclusion initiatives aimed at reducing the digital divide across different age groups of the Maltese Society, with a particular emphasis on cohorts hailing from disadvantage backgrounds.
 
Prior to his moving to the digital sector Nicholas was a marketing manager and an auditor of internal quality systems with respect to the BS ISO 9002 Standard Quality Assurance programme. He has a first degree in Business Management and MSc in Marketing Management.​
 
 
  THOMAS MAHONEY - malta gaming authority






 Thomas Mahoney is currently responsible for the European Gaming Institute of  Malta (EGIM) project which will be launching in the very near future as an arm of  the Malta Gaming Authority (MGA). The EGIM initiative is a first of its nature in  Malta and the EU. The European Gaming Institute of Malta aims to align specific  industry education and training including transferable learning from the gaming  sector to various areas within the digital sector. Training will be focusing on land-  based business operations as well as on interactive gaming operations (online  gaming).

 Thomas has been for the past 7 years working in various areas within the online  gaming industry with international organisations, mainly focusing on Digital  Marketing, HR, and hold great passion for the Employer Branding concept. He    takes great interest in assisting the introduction and growth of online and digital  education programs locally.​ 

 
                                                                               
  JAMES CATANIA - MINISTRY FOR EDUCATION AND EMPLOYMENT

James Catania is a software engineer by profession, however, he has been in Digital Education for more than 14 years. Starting programming at the age of 10 with BASIC and an AMIGA 500, James has been in the IT Industry for more than 20 years. James was one of Malta’s Internet pioneers having the second Maltese internet site in 1994 and continued to study and developing e-business and e-commerce applications throughout his career. After working directly for IBM, Walmart, HP, Patek Phillipe, Rolex and the United Nations just to name a few, in 2004 James held the position of CEO for two international companies with offices in Malta, Libya, Tunisia, Canada and Holland. James is also Malta’s leading expert in Defence and Security software and robotics. 
 
James holds two Masters degrees (both with distinction) one in Business Administration for Information Systems and the other a Master’s of Science in Computer Science. Currently, James is reading for two PhD’s, one in Computer Science and one in Digital Education and currently holds the position of Education Officer for Computing and ICT in the Ministry of Education and Employment. 

From 2013 James’ role within the ministry was to research and implement a plan to improve computing and ICT skills in Malta with special attention to increase subject take-up and decrease the gender inequality in STEM subjects. James’ research on updating Digital Education to reflect today’s needs has been referenced by both the EU Commission and the European Schoolnet. As part of his work for MEDE James organises the Malta Robotics Olympiad being the biggest technology related event in Malta. He also publishes a YouTube channel related to Technology which is Malta’s first technology related YouTube channel. 
 
  CARM cachia - executive coordinator

Carm Cachia is a chartered information technology professional with a pioneering career reflecting his systems and management qualifications coupled with sound and successful leadership in major projects of national interest. During the course of his career he has encompassed most of the areas in IT including software engineering, development and testing, infrastructure design, information security, project management and executive leadership. As a professional he has always preached a structured and formal approach to projects while at the same time introducing modern methods and concepts. Carm has led significant projects in a good cross section of the industry including travel, banking, financial, manufacturing, government, telecomms and other sectors. He has introduced some major suppliers to Malta including Sun Micro Systems, Microfocus and Intracom amongst many others.
 
He consistently brings a balanced approach to projects ensuring confidence and cooperation on both sides of the table.  This is complimented by a good combination of technical skills and understanding, identifying business requirements and suggesting processes that increases efficiency.
 
On the academic side Carm is a UK chartered software engineer and is chartered fellow member of the BCS. He has been instrumental in setting up local branches for various IT institutes and in introducing a good number of internationally recognised certifications to Malta including PRINCE2, BPM and Agile Methodology to mention just a few.

 
  bernadette zerafa - manager

Bernadette Zerafa joined the then MSU in October 1993 as a Group Secretary. During her 23 year career with MSU, MITTS and MITA, Bernadette occupied various positions including that of Communications Executive and Manager Executive Office. In 2014 Bernadette was seconded to the eSkills Malta Foundation as Manager responsible for administration and operations. Bernadette is also very much engaged in the running of the eSkills for Jobs campaign, which is running in 21 European countries with the aim to raise awareness of the education, training, jobs, and other opportunities that are available to people with eSkills.​
