Call for Quoations for Summer Coding Bootcamps

The eSkills Malta Foundation is a National Coalition made up of various representatives from Government, industry and education, who can contribute to the increase in digital skills and the development of the IT profession and help us with the following mandates: 
  • to advise Government and relevant stakeholders on matters related to eSkills policies;
  • to advise Government and relevant stakeholders on matters related to eSkills policies;
  • to contribute to the expansion of ICT educational programmes and related formative initiatives;
  • to lead an ICT professionalism development programme; 
  • to instigate further reform in the ICT educational offerings and contribute to capacity-building of the ICT education community; and finally, 
  • to champion campaigns and promote the Maltese eSkills potential locally and internationally.​

In line with these mandates, the Foundation would like to receive your quotation from competent individuals and organisations for the setting up of a Summer Coding Bootcamp during the Summer of 2020 for the following target groups:

a. Children or Children with parents
b. Youth (Ages 15 – 24)
c. Adults (24 and over)
d. Teachers
e. Persons with special needs
f. Pensioners
g. Not in Training and Employment persons (NTE)

Prospective organisations and individuals can submit proposals to cover more than one target group. 

The foundation has the right to accept, limit or refuse any course and training proposal.


The Summer Digital Competence Bootcamps should cover any of the following content.

  1. Coding using a fit-for-purpose coding language like Scratch, Python;
  2. Basic Digital Skills including any of from the use of a tablet, digital communications tools, and common popular internet applications;
  3. E-Government services using e-forms on, internet banking and paying of bills  online;
  4. Skills in using Digital office software tools;
  5. Emerging technologies (Internet of Things, Blockchain, Artificial Intelligence, 5G, 3D printing, Drones, Biometrics, Robotics and Automation, Cryptocurrency, Virtual Reality, and Augmented Reality).

The course in its entirety should be organised specifically for this eSkills Bootcamp and be independent from any other planned courses by the Training Provider.  The Training Provider may, however, use existing content or material from their portfolio.


The objectives for this Summer Digital Competence Bootcamp are any of the following.

a) To introduce children to the love of coding.  In this respect, you can choose any fit-for-purpose coding language, which would be easy to follow.  Examples include Scratch and Python;

b) to develop youth and adults who may want to expand their career in coding :

i. at a very early stage, perhaps in parallel to their education or during the Winter months or
ii. to change their career or improve their career using coding;

c) to upskill the skills and competences of education teachers;

d) to familiarise youths or adults to the upcoming emerging technologies;

e) to get youth, adults, or pensioners familiar with using the internet to facilitate their lives;

f) to upskill youth, adults or pensioners with the use of office digital tools, and to be able to integrate the content and output of one tool into another;

g) to help persons with special needs to enhance their lives by taking full advantage of the use of       technology;

h) To incentivise and upskill persons who are unemployed or not in training (NTE) with digital skills to help them become more employable.

Date, Duration and Number of Persons

Summer months (preferably June to September), the timing of your choice, at your venue or a hired venue and using your own equipment. The courses and sessions must target a minimum of 20 applicants per class.  

Upon approval of the proposal, the Foundation will be funding this initiative in it’s totality provided that:

    1. Attendance is not less than 80% of the quoted class capacity. Approval to proceed is needed if this is not reached
    2. Attendance sheets are handed over for every session organised.  These should be signed by the attendee or their guardian.

Should the training provider not be able to reach the number of persons quoted, then the funding payment will be curtailed down on pro-rata basis.

Marketing of the Courses/sessions

While the eSkills Malta Foundation will market the organised courses or sessions of the accepted and approved courses, it will be the onus of the training provider to provide this.

Due to the unpredictability of COVID-19 please include whether the course can be provided remotely and online.
