Carm Cachia

Carm Cachia is a chartered information technology professional with a pioneering career reflecting his systems and management qualifications coupled with sound and successful leadership in major projects of national interest. During the course of his career, he has encompassed most of the areas in IT including software engineering, development and testing, infrastructure design, information security, project management and executive leadership. As a professional, he has always preached a structured and formal approach to projects while at the same time introducing modern methods and concepts.

Carm has led significant projects in a good cross-section of the industry including travel, banking, financial, manufacturing, government, telecomms and other sectors. He has introduced some major suppliers to Malta including Sun Micro Systems, Microfocus and Intracom amongst many others.
He consistently brings a balanced approach to projects ensuring confidence and cooperation on both sides of the table.  This is complemented by a good combination of technical skills and understanding, identifying business requirements and suggesting processes that increase efficiency.

On the academic side, Carm is a UK chartered software engineer and is a chartered fellow member of the BCS. He has been instrumental in setting up local branches for various IT institutes and in introducing a good number of internationally recognised certifications to Malta including PRINCE2, BPM and Agile Methodology to mention just a few.

Anthony Vassallo
  Anthony holds a first-class honours degree in Computing and Information Systems and a recently obtained masters in Distributed Systems and Networks with distinction. Main areas of research include data transmission, data compression, web services and robotics. He has over twenty years of experience in the technology sector working in both the private and the public sector. Since 2004, he has been employed with Malta Enterprise and currently occupies the post of Chief Information Officer. Anthony is also a member of the Digital Malta Governing Board.

Marcel Cutajar
Marcel Cutajar is currently the Managing Director of Agilis IT Business Solutions. He has been involved in the ICT Industry for over 20 years, working on numerous projects and implementing solutions within the Private industry. He founded and managed Key Services, a company offering IT Managed Services, Training and Software solutions, employing over 30 staff. In 2013, the company was acquired by PWC Malta.
He has held various posts within the Malta Chamber of Commerce, Enterprise and Industry, including IT Business Section Chairman, Chairman Smart City Action Group and Chamber Council Member.

Joseph Seychell
Malta Communications Authority

Joseph Seychell joined the Malta Communications Authority​ (‘MCA’) in 2016. He is Technologies and IT Manager within the Information Management and Development Unit and amongst others, he is responsible for the national implementation of a number of technology-oriented regulations and directives. These include the eCommerce Directive, the Regulation on Electronic Identification, Authentication and Trust Services (‘eIDAS’) and the Directive on making the websites and mobile apps of public sector bodies more accessible. Joseph also manages a team of IT professionals who handle the day to day administration of the authority’s IT systems providing the MCA with the supporting technologies needed to carry out its regulatory mandate.
Joseph has been working in the IT industry for more than twenty years in a number of technical and consultative roles. He was employed at local and international technology organisations and has delivered various projects on a wide array of systems including directory services, virtualisation, backup solutions and cloud systems. Joseph holds a number of vendor technical certifications and a degree in Information Systems.

Christopher Formosa


Christopher started his career as an Executive Secretary within a local council.  He was then appointed Head of Operations with the CHOGM Malta 2015 Taskforce within the office of the Prime Minister where he was directly involved in the different functions and activities of the Task Force both at planning and execution stage.  He was also selected as the Chairperson of the Commonwealth Youth Forum organising Committee where he was responsible for the coordination of the local team, which involved planning all the logistical arrangements associated with the forum.

Christopher Formosa is the Head – Human Resources & Corporate Affairs at the MGA. In his role, Christopher is responsible for the overall management and development of the Human Resources function.

Christopher holds a Master of Arts Degree in Public Policy and Management from the University of York. 

Grazio Grixti

Grazio Grixti is the Director for Digital Literacy and Transversal Skills (DDLTS) within the Ministry for Education and Employment. He is responsible for all aspects of digital literacy to empower learners in acquiring digital competences to succeed as global digital citizens. He is the legal representative heading eTwinning Malta, co-funded by the Erasmus+. 

In his previous position as Assistant Director for Research and Innovation, Grazio conducted several research studies to provide MEDE with evidence-based knowledge. He was the Head of Unit for Eurydice MT (EACEA), leading comparative studies and country reports. In his previous role as Education Officer within DDLTS, he has contributed to numerous projects such as the national initiative One Tablet Per Child. He has joined the teaching profession in 2001.

Grazio graduated from the University of Malta​ with Executive Master of Business Administration in Public Management, where the main research study focused on optimising social media presence of the Public Service. He has a first degree in Bachelor of Education (Hons) and a post-graduate diploma in digital marketing from the Digital Marketing Institute.


David Sant 
David is currently the manager of the Digital Outreach team within MITA.  The Digital Outreach team is responsible to deliver projects and initiatives with the purpose of increasing take-up and usage of ICT in Government, students, educators and society at large.  He is MITA’s representative on the eSkills Malta Foundation Committee of Administrators.  He is currently responsible for setting up of a Blockchain Lab.

Since he joined MITA in 2000, David actively contributed to the development and implementation of various government system in the areas of Justice, Social Security, Transport and Customs.  Following this he managed a team supporting and implementing internal systems within MITA.  David has been involved in the launching of the Digital Malta Strategy, acted as secretary to the Digital Malta Governing B​oard and contributed to the setting up of the MITA Innovation Hub.  He has over 8 years of experience in ICT project management. 

David has a first degree in Business and IT from University of Malta, and a Master’s degree from the University of Sheffield Hallam in IT and Management.

Donnha Barbara
Ministry for the Economy, Investment and Small Businesses

Donnha is a Secretariat Officer to the Ministry for the Economy, Investment and Small Businesses. Donnha is currently serving as a Local Councilor at the locality of Qormi whereby she is responsible for the Environment. Donnha attained a B.Sc. (Honours) in Fish Management at Malta College for Science and Technology (MCAST). During her studies at MCAST​, Donnha served as President of the MCAST Student Council and a student representative on the Board of Studies.

Bernadette Zerafa

Bernadette Zerafa joined the then MSU in October 1993 as a Group Secretary. During her 25 year career with MSU, MITTS and MITA, Bernadette occupied various positions including that of Communications Executive and Manager Executive Office.
In 2014 Bernadette was seconded to the eSkills Malta Foundation as Manager responsible for administration and operations. Amongst the various duties, Bernadette was also very much engaged in the running of the eSkills for Jobs campaign, which ran in 21 European countries with the aim to raise awareness of the education, training, jobs, and other opportunities that are available to people with eSkills. Bernadette is also the EU Code Week Ambassador for Malta.
