Request for Quotation for National Recognition of practising ICT Professionals in Malta

The eSkills Malta Foundation invites you to submit a quotation for the project described below by not later than 12:00 noon of the 15th September 2021 to email info.eskills@eskills.org.mt ​The Submission must include completed forms APPENDIX 1, APPENDIX 2, and APPENDIX 3​

The Foundation 

The eSkills Malta Foundation is a National Coalition made up of various representatives from Government, industry and education, who can contribute to the increase in digital skills and the development of the IT profession and help us with the following mandates:

  • advise Government and relevant stakeholders on matters related to eSkills policies;
  • contribute to the expansion of ICT educational programmes and related formative initiatives;
  • lead an ICT professionalism development programme;
  • instigate further reform in the ICT educational offerings and contribute to capacity-building of the ICT education community;
  • to champion campaigns and promote the Maltese eSkills potential locally and internationally.

International best practices have indicated that multi-sectoral partnerships are crucial for achieving synergy in the sustainable development of the right digital skills. The eSkills Malta Foundation was established by the Maltese Government to reflect this paradigm of inclusive synergy. The Founding members of the Foundation are the Ministry for Education and Employment, the Malta Information Technology Agency, the Malta Communications Authority, the Malta Enterprise, The Malta Gaming Authority and The Malta Chamber of Commerce Enterprise and Industry.

Project Background

​One of the important mandates of the eSkills Malta Foundation is the further development of the ICT professionals in Malta. Contributing to this is the formal national recognition of the ICT professionals in Malta.  Although an ambitious task, this has been the view of the Foundation for some time. eSkills Malta Foundation has carried out several studies on reflecting the subject of ICT professionals.

The Malta ICT Skills Audit 2017 focused on the competencies and skills of ICT practitioners in Malta and the knowledge and skills development. However, the other studies specifically addressed this issue. In the studies mentioned above, a strong desire was expressed regarding the national recognition for ICT professionals in Malta.  The eSkills Malta Foundation would like to take this further and receive quotations for conducting a study about the optional paths and related tasks required to achieve ICT Professionals recognition in Malta in the short and long term.

Specific Objectives 

Researching, reviewing, collecting and performing an analysis using a representative sample of the ICT organisations in the ICT Sector, ICT government, ICT departments/units in the sectorial industry and individual ICT professionals and ICT tertiary education lecturers to come up with: ​

  1. National Recognition of ICT Professionals in other major countries.
  2. Identify the best options for Malta to achieve national ICT professional’s national recognition.
  3. Identify the tasks needed to achieve the best options in (2).
  4. Analysis and percentages of the preferred options by a representative sample of ICT organisations in the ICT Sector, ICT government, ICT departments/units in the sectorial industry and individual ICT professionals to achieve ICT professionals and ICT profession recognition and ICT tertiary education lecturers.
  5. Using collected feedback of a representative sample of actors mentioned above, carry out analysis to identify the percentages of the preferred option/s to use for national ICT profession recognition.​

The above data must include both text and Charts.

Deliverables

The following project deliverables are expected from the chosen supplier within the dates specified:

Content of Final Report 


A final draft report of the Analysis of the Gender Gap in the Digital Sector, which should have between 50 and 60 pages of text, compelling charts/infographics. At a minimum, the report must include the following: 
  • Executive Overview
  • The approach used in arriving at the analysis
  • Analysis and outcome
  • Suggested way forward
  • References​

Project Communications


Formal project communications should be done in writing through email.  For urgent communications, this can be done verbally and followed up by email. ​

Assumptions
  • The Service Provider will have the right educational and knowledge background on the subject matter which is fit-for-purpose;
  • The Service Provider will follow any direction and guidelines presented by the eSkills Malta Foundation;
  • The Service Provider is competent to carry out the research and analysis mentioned above.​

Project Commencement and Duration 

The project is intended to be awarded by 22nd September 2021. 
The intended commencement of the project shall be 1st October 2021 
The project will be expected to be finalised by 28th February 2022.  


Estimated Budget 

The budget for this project is €5,000 (excluding VAT). 

Award of Project 


The project will be awarded to the submission with the Cheapest Compliant in accordance with the criteria below. APPENDIX 1 must be completed and signed ​

  • The submission must provide the approach and method to be used for the study/Project.
The submission must show the understanding of ICT Professionalism in the ICT Sector and its importance and benefits to the digital economy. 
  • The submission must provide their view and understanding of the issue in the ICT professional’s recognition, its benefits to individuals, employers, the customers and the country of Malta in general.
The submission must have the necessary capacity to deliver the project
  • The submission must include the CV of the main expert.  APPENDIX 2 must be completed and signed
The submission must propose a Timeline and Project Plan.
  • The submission must include a basic project plan with tasks/steps  and a timeline to achieve each task/step.

Budget


The submission must quote a price for the study and project.  The maximum allowed is €5,000 
(excluding VAT). The Foundation reserves the right not to award the contract. APPENDIX 3​ must be completed and signed. ​

Payments

This is a global-price contract, and payments shall be made in accordance with the following:
